Looking for a cowriter to publish short fiction

I am looking for a committed writer(Main language English) who can collaborate with me, for writing original material for short fiction. We have to commit to plan, strategize and deliver a draft which we have to revise every week. A collection which has a scope for web/TV series can be thought of as well. Important: Only looking for spirited, motivated and committed writers. If you are an experienced writer with specific demands, firstly I inform that I am myself a new talent.
